The original description was published as part of a record of a meeting held on 17 October 1861, although the bound 'part 2' for 1861 lists the year 1862 on the cover. The exact date of availability for nomenclatural purposes is unclear, but the McDiarmid et al. manuscript (for volume 2+ of the Snakes of the World) uses 1862, while noting the 1861 date. For the moment, ITIS is following McDiarmid et al., pending further clarification
